Agreed. I don't think we can get rid of code for the old format completely, but 
we could rip out that code and move it out to a separate tool/module that 
simply upgrades the channel offline. My guess is that most users would have 
upgraded to the new channel code, but there would still be a small % of users 
running flume-1.2.0, and we need to support their data upgrade.
