Sometimes user may wish to build a custom Flume version using their own build
tool - such as Atlassian Bamboo.
Bamboo places a file in the local checkout called build-number.txt. The
apache-rat-plugin sees that this has no licence and causes a failure.
This patch excludes build-number.txt from being checked by the
apache-rat-plugin.
