Non-committer access to download Jenkins artifacts and logs

I think it would be helpful to allow non-committers to download Jenkins
artifacts and logs. I am not sure if it's possible, but I plan on filing an
INFRA ticket to attempt to enable this access. Is anyone opposed to this?
