I think it comes from the import of the copyover.xsl file.
This file is no more directly accessible, we have to update the path of the
import in changes2document.xsl and todo2document.xsl.
I will do it when I have time - next week...

Description:
The new projectInfo plugin does not process elements inside <action> elements.
When this status information used to be processed by the core, then elements
like <link> and <ul> were properly handled.
