I guess if it's a generic locationmap editor then it's not too early. 
I personally think with the refactoring of the sitemaps and making a
distinction between processing and location resolving that there will
utlimately be both an app locationmap and a project locationmap but
the format itself shouldn't change, and thus it should be safe to do a
generic locationmap editor at this point.  My opinion anyway...
