The Plugin Infrastructure doc shows that there is
supposed to be a conf directory. Perhaps the
pluginTemplate is missing it.
Your diagnosis is correct (I think, cannot test right now).
If you add a conf directory to the plugins-template and also to your new
plugin it should work.
