move all license files into the $FORREST_HOME/LICENSE.txt

Evidently the license files for accompanying external products need to be
appended after the Apache License in $FORREST_HOME/LICENSE.txt rather than the
current situation with separate scattered license files.
Perhaps the current discussions on the "legal-discuss" mailing list will
clarify this.
