I'm not familiar with the Dispatcher, but disabling i18n by default (in fresh-site), if needed to work around this problem, is no big deal. It just needs a note in main/fresh-site/src/documentation/content/xdocs/index.xml, to indicate that people must enable it to test the i18n pages. -Bertrand
