Jira is very powerful, can still find issues even when closed. Ideally that type of issue should be put into documentation, perhaps a simple FAQ that points to that FOR-* link. There might be some types of issues that remain open, perhaps ongoing ones that need to be done for every release. However in general i reckon close them when finished. Going by the title of FOR-828 it sounds like it should be closed.
