I still reckon that the demo above at http://forrest.apache.org/versions/ is 
this -209. However we also  have another problem there: we have lost the second 
level of tabs.

Another demo of this -209 is http://forrest.apache.org/pluginDocs/ then choose 
one of the sub-tabs.

Yes Thorsten it might be caused by the interaction of our tabs.xml and site.xml 
config, or it might be a deficiency in our navigation code.
