Resolution: Fixed
Altered the "fetch-plugins-descriptors" task to copy the local plugins.xml and
whiteboard-plugins.xml before attempting to update with the published copies
from the network.
Not robust because the project forrest.properties might declare the descriptors
in a different order to the default.
