It should be simple to add a CSS watermark or background image to output pages.
Forrest already has the ability to generate an image from SVG or ascii-art.
One important use case is being discussed on another ASF mail list. One aspect
of the solution when a community project becomes very quiet and dormant, is to
easily add a notice to every page on the website.
An administrator should not need to fiddle with extra-css and stuff, just add
to the required plugins list, and supply an optional image, otherwise generated.
