In the forrest/branches/update_cocoon_2.1.12-dev we only have one cocoon.xconf
file. In forrest/trunk, the targets/webapp.xml "war" target uses a separate
xconf/forrest-core-webapp.xconf because it needs a different location for the
plugins. See old r523086.
