The "publish" property has been set in every plugin's build.xml file. Also
reflected in the plugins descriptors, i.e. plugins/plugins.xml and
whiteboard/plugins/whiteboard-plugins.xml
The generated "Plugins Index" utilise that property.
The "deploy" and "release" targets need to fail gracefully if publish=false
