Then i added back the specific necessary properties.
Did not bother with the "build" ignore for the many lower-level directories,
e.g. plugins.
Instead added "svn:global-ignores build" to the top-level.
People using svn clients <v1.8 would need to add to their local
~/.subversion/config file.
