The starting point for this is by submitting it against the correct component. The zh NLC project does not appear to be the best component for your issue, as it isn't a coding project. And '[EMAIL PROTECTED]' - the default owner for that component - is a virtual owner, not a real person, so you don't know if anyone looks after issues assigned to it. The active members of the zh project could (and probably should) monitor that virtual owner, notice the issue, confirm the problem and redirect the issue to a suitable development project. If they don't, it will probably rest unnoticed by developers forever. The best component for your problem would probably be 'l10n' (that project also deals with i10n), but 'framework' would indeed be another candidate (as it affects all applications). In this case you can even identify a good initial owner right away: Your bug description refers to a specification. That specification lists the people who participated in developing this feature - the "i-Team". You can assign the issue to the QA representative listed there (for confirming the problem) or directly to the development representative.
