[framework-dev] Issue 59251 - national characters from non-default localle prevent files from being opened

Dear developers,
issue http://www.openoffice.org/issues/show_bug.cgi?id=59251 is targeted
for 2.2.1, yet with just 3 weeks before code freeze there is no activity
visible.
Please see if it is possible to fix this regression for 2.2.1 as it
adversly affects customers.

P.S. Fix for 59251 might conflict with patch in 53184.
