AFAIK the mechanism requires that your commands follow the "protocol:name" syntax and the images must have the name "sc_name.png" etc. what obviously is not the case with your files. As your command is a macro and its command URL containes slashes I think it won't work anyway. To avoid the hassle with macro button images I recommend to deploy it as an extension using Paolo Mantovani's fabulous Add-On builder that you can get from the OOo Extension site.
