Hi Shi zhoubo,

The issue 79466 wants to enable "Dock all toolbars" at all times.
Although a docked toolbar cannot be docked again, all other toolbars
which are in floating state could. Therefore the state of the current
toolbar is not a valid argument to enable/disable "Dock all toolbars".
