Desired: OffHeap region index values references the region offHeap value (for
both pdx and non-pdx)
The range index and hash index are where the values are stored in the index
data structure. These values need to refer to the offHeap value.
Acceptance Criteria:
The memory footprint with these indexes should be comparable with heap-region
indexes.
