Treat jar files as a CLUSTER resource so that administrators can control 
ability to deploy server side code.

Only a user with CLUSTER:MANAGE:JAR should be able to run the following gfsh 
commands:

deploy
undeploy
create async-event-queue        
destroy function        
{noformat}
