Service deployer doesn't recognize syntax errors

If you deploy a service plan with syntax errors (e.g. "<attributes>" instead of 
"<attribute>") then you get an exception saying that there's no available 
deployer.  It should really say something like "syntax error in deployment plan 
on line 4 column 5" like it does if you get a syntax error in, for example, a 
connector deployment plan.
