Invalid dd results in "No deployer found"

If the DD for a module is invalid, the deployers disclaim knowledge of the
module type ultimately resulting in a "No deployer found" error. The deployer
should be able to handle this and report "I tried to deploy this but the XML is
invalid" instead.
