Yes attaching a patch file to JIRA is sufficient. As for when it gets
applied and by whom, it really depends. Valid patches should get
applied quickly, but sometimes things fall through the cracks. So if
you have a patch that doesn't get applied, a friendly reminder on the
dev list usually gets thing going again.
