I recall seeing something like that once...
The problem is, I don't want to apply all the changes between branch point
and head, just the ones I care about. :)

Ah, sorry then. Perhaps you could find useful something like the following:
cvs log -rTAGNAME1:TAGNAME2 filename
provided of course that you know a priori the files you care about.
