+1 to all 5 points. FWIW, we have the same in ws-pmc land. We also just moved to a single ACL for all ws projects. Have not faced any problems so far (touch wood!). We find that people do stick to what they know and they do ask for help in other areas that they don't know about. Also keeping an eye on commits of new folks and a simple technical -1 (WITH alternative suggestions) is enough to integrate new folks into the system.
