Is there a good reason these are in the jetty and tomcat plans rather
than in the console application? I would be more comfortable with them
in the console ear. I don't like having tools to change configurations
built into the standard configurations.

Joe, this is why the console is getting an error -- as you observed,
there
is currently no WebManager included in the server based on the plans in
HEAD.
