However, it looks to me (as mentioned in my earlier comments) that the kernel logic is really attempting to do the stop prior to the unload but not succeeding. But I'm not certain if the intention was really that a request to unload a configuration to the kernel should really stop it first or require the caller to stop it (as we are doing in our patches). Could somebody chime in with what the expected behavior is when calling ConfigurationManager.unload(...) or kernel.unload?
