If you use the deployment feature in the console and select an archive but not
a deployment plan and click the button, the server times out attempting to read
the file upload. Eventually the portlet refreshes without complaining, but
nothing was done.
This could be fixed by a general revision to the listing and deployment code to
use JSR-88 instead of hitting GBeans directly, and revising the deployment
process to make the plan upload a separate process.
