Add New Application should be on its own page from the web console navigation

Currently, the only way to deploy a application/configuration is from the "All 
Configurations" view.   Worse yet, this is the second portlet on the page and 
since "All Configurations" returns a long list, the "Add New Applications" 
portlet is typically not visible on the screen.   It's also strange that this 
capability is only available on the "All configurations" view and none of the 
other specific application views.   We could just add the portlet to all of the 
other views, but that has problems as well (you could potentially deploy a WAS 
from the EAR view .... not a terrible thing but a bit strange).  I think this 
is a primary enough function that it should appear in the task list.
