Startup processing should check that a temp directory configured in 
java.io.tmpdir exists before starting configurations

Currently if you configure a temp directory via java.io.tmpdir and it doesn't 
exist, you get errors from many components during startup.  This is a basic 
configuration error that we should pick up and abort the startup with a 
friendly message.
