I think it is better to describe how to select a config.xml file
using the system property, and this should be done in the root
README.txt file.

call the README file README.txt (to simplify fixcrlf processing at
packaging time and to make it easier for windows users to view).
+1 and we should also include a config.xml.original file in the
distribution
* In the long term I think we should also have README.txt files in
other major Geronimo directories so administrators can quickly
familiarise themselves with the purpose of directories (without
having to find and read through a manual). The README is not a
replacement for a manual and can contain URLs for the full
documentation.
