Two elements were recently added to resource-env-ref mapping:
admin-object-module and admin-object-name
ENCConfigBuilder line 311 (processing those new elements) is a copy and paste
from the handling of message-destination-link, and as a result, it processes
the value from message-destination-link even though that is invariably null.
