Installer should default Tomcat on at runtime if Jetty pack is not selected

When both Jetty and Tomcat are selected for install, the installer will default
Jetty to active
at runtime and Tomcat as off by default.
If Jetty is not selected for install and Tomcat is, then Tomcat should default
to active
at runtime. Currently it does not.
