I don't think this issue should be closed until we resolve the
version-in-configId issue. One of the proposals on the table is to leave the
configId versions at 1.0 even if the product version is 1.0.1. If that was
done, it's not clear what the version constant would say, and whether the
resulting configId construction would be correct. I don't think we should
apply more changes of this nature until that issue is resolved.
