Adjust the admin console app so that if the user does not have cookies enabled,
the application presents a custom error page or popup telling the user that
cookies must be enabled (instead of allowing the browser to present a default

Just a suggestion: In Geronimo's administration console application, adjust its
behavior so that rather than dispalying an HTTP Status 408 error message,
display a custom error page or popup with a message stating that for the
application to work properly cookies must be enabled (that is, if that is
actually the case). I found that to be the case.
