GERONIMO-1800 has an example of deploying a local-tx connector with an
xa-transaction plan that does not fail deployment and fails when the
connection manager tries to get an XAResource from the managed connection.
The connector builder should compare the tx specification of the connector and
plan and make sure they are consistent.
