Resolution: Fixed
The PlanProcessor was only working if an existing environment element had the
correct namespace. I changed it to look for any environment element as the
first child and change the namespace if it's wrong. Also commented on the
meaning of the import element in the environment element in the schema. Added
a unit test. rev 393673
