I'm thinking of putting the ConfigID population logic into a helper class and 
passing it into the module builders as an argument to the createModule method, 
and making them all post-process their configIDs with that.  As a side benefit, 
that helper could have a variable for the timestamp to ensure that the EAR and 
all modules within it use the same timestamp.
