There are some classloader problems that result in scout not being available
when looking up the jaxr connection factory in the tomcat server. I'm going to
move the jaxr gbean into the uddi plan, I expect one is unlikely to be used
without the other. If requested we can move it into an entirely separate plan
instead. I don't think it should be in j2ee-server in any case.
