As Matt said, Welcome! Come on in, the code's fine! The
way things typically work around Apache-land is that you
get on the development list (which you've done), maybe lurk
for a while to get familiar with the culture, and look around
at the bug reports -- or whatever you're particularly interested
in fixing/enhancing -- and then start assembling a patch (or
patches).
When you feel ready, just send the patch (as inline text) to
the mailing list, or put it in the bug report if that's
what you're addressing, and see how it goes. Don't feel
shy; if your work seems toget ignored, speak up on the
list to make sure to draw people's attention to it.
One of the benefits of attaching patches to a JIRA issue (this could be
to fix a bug or could be an enhancement) is that there is a "Patch
available" checkbox near the bottom of the screen that you can
check\tick in the JIRA issue that enables the patch to show up in a
weekly mail to the dev list with a title "[jira] Unassigned patches:
week of MM-DD-YYYY", so there is less chance that your patch goes unnoticed.
