convinced this is correct syntax. Is it legal to list only part of a module 
name in a module element in a reference?

These should simply remove the module element.  Plans with references like 
these need to have e.g. in this case j2ee-system in their ancestor set, so its 
possible that dependencies need to be added to the plan as well.
