How do we build the Eclipse Plugin assembly?

I just checked out Rev418113 of the Eclipse plugin trunk, started with a clean m2 repo and successfully got a "mvn install" to complete after several attempts.

   g-eclipse-plugin-1.1-deployable.zip
   g-eclipse-plugin-1.1-updatesite.zip

I'm building on WinXP with Maven 2.0.4 and Sun Java 1.4.2_12-b03.

But, when I look in the assembly/ directory, no target/ directory was created. Is this expected? When I ran mvn from the assembly directory, it created a target directory, but the following zipfiles were only 22 bytes each -
