The previous thinking on this is that we are required for j2ee compliance to 
ship the uddi application but it is extremely unlikely anyone will want to run 
it.  Therefore we have load=false.  If someone actually wants uddi, it's there 
to be turned on, but it won't annoy normal users quite so much with it turned 
off.
