Duplicate ServerConstants for console?

Why is there a duplicate ServerConstants class in the console?  This  
includes a duplicate geronimo-version.properties, this one with added  
spec and pluto versions... the spec version is derived from $ 
{geronimoSpecJmsVersion} which is also a bit off...

Why is this needed?
