The MimeUtility test cases include some test for encodeText() and encodeWord()
that use the default code page. Unfortunately, this test will not function
correctly on all default code pages because the test characters will not make
the encoding round trip properly (unknown characters in the code page get
mapped to a marker character). These tests need to be disabled.
