I'd leave it in each module for now, and then once m2 has built in
support to reach into parent modules we can revisit.
We also have to be careful in that not all modules LICENSE and NOTICE
files are going to be the same as they may include 3rd party code
redistributable under ASL but that requires e.g. an additional notice.
BTW DISCLAIMER is for incubator project to point out that they are in
the incubator.
