Adobe is ending support for their SVG Viewer for Windows on January 1, 2008 and
it is not supported in Windows Vista -

Looking over the following site -
http://wiki.svg.org/Viewer_Implementations
there doesn't seem to be any free SVG Viewers available for Windows anymore.
Requiring Firefox or Opera browsers should not be an option.
