Okay, `mvn -Dstage=bootstrap deploy` is done.
So at least the required 2.0-SNAPSHOT maven-plugins are available now.

OK, that's fine. I added it because without it I couldn't build, and
with I could. But if it's a temporary thing I can back it out.
