Resolution: Fixed
Need to insure that the DerbySystemGBean is configured before we start
accessing or creating databases.
This is being accomplished by setting the GBean priority to
"PRIORITY_CLASSLOADER". Should give thought to breaking out Derby configuration
into a separate module.
